When working as an assessor in social care two of the values we apply in the assessment process are fairness and consistency. However errors and subjective views can and do occur at any stage of the process.

When assessing the candidate’s competence, as they work through the Health and Social Care NVQ or SVQ, it is important to be conscious of the common types of error so that you can guard against committing one of these errors yourself.

If you are new to assessing you could also feel a pressure to decide every candidate you assess is competent otherwise it reflects badly on you. This is not the case. We need to have good practice in health and social care services. There is a certain standard of competence that has to be reached. It is in applying this standard that the fairness and consistency are so important.

Some of the most common errors are as follows.

First Impressions

This involves a Social Care NVQ or SVQ assessor ‘taking a liking’ to a candidate (or the opposite) and on the basis of this first or early contact viewing the candidate’s performance more or less favourably than should be the case.

If you imagine a candidate who is warm and welcoming when you first meet him/her you can also imagine how difficult it is to be objective, especially if being objective means perhaps jeopardising that warmth.

Halo/Horns Effect

The ‘Halo’ effect involves assessors inferring good social care practice on the part of a candidate on the basis of previous good performance by that candidate, without him/her actually being required to demonstrate the performance to the current standard. The previous performance may not have been associated with the criteria now being assessed.

The ‘Horns’ effect is similar to the halo effect, only the opposite. On the basis of previous ‘not-competent’ performance by the candidate an expectation exists that future performances will also be ‘not-competent’.

Instead of waiting for the performance, the assessor infers (probably wrongly) that these future performances will be ‘not-competent’.

Similar to Me

This involves judging a candidate favourably because they carry out a piece of work like we would or have values which are just like ours. ‘Ours’ may be the wrong way or not the required way!! It is also important to remember that there are often many ways of carrying out a task. Just because a candidate does something in a different way doesn’t mean they are not competent

Stereotyping

Stereotyping is always dangerous and directly contravenes the professional value base. In relation to assessment, stereotyping can occur in terms of assuming a certain level of competence (or lack of competence) based on an apparent characteristic of a candidate. An example would be an expectation that a young person might not be expected to be competent in assisting a bereaved person, on the grounds that they don’t have sufficient ‘experience of life’.

It is not only the assumption itself which is dangerous, but also the way in which it might lead an assessor to look for certain pieces of evidence.

Remember: whenever we assume it makes an ASS out of U & ME

Contrast Effects

This arises when one candidate’s performance is compared to that of another candidate by an assessor. The inferior performance may then be deemed not competent, no matter how it stands compared to the performance criteria and evidence requirements. Social care NVQ and SVQ Candidates must be assessed against criteria, not against each other.

Experimenter Effect

If you’re not normally around the candidate whilst they are working, then your observing him/her will possibly intimidate the candidate – your presence influences the performance. We all do strange things when we are intimidated! This may also have an effect on the way others involved in the observation (eg: service users, colleagues of the candidate) act. This can also affect the candidate’s performance. One way to check that the experimenter effect hasn’t been an issue is to ask the candidate after an observation “Did anything surprise you?”

These are just some of the errors that can arise in the assessment process. All You Ever Wanted To Learn About The Military Academy Preparatory School

The United States Military Preparatory School (USMAPS) is just what the name implies - it's a preparation school for candidates that want to go to a united-states military school.
It's also called the WestPoint Prep sometimes, as most of the graduates of this prep school will attend the West Point army academy after they graduate. A few will attend other military schools in the US.

The USMAPS was established in 1946, and it's current location is on the Fort Monmouth Army base, in Eatontown, New Jersey. The official mission of the establishment is: "to provide academic, military and physical instruction in a moral-ethical military environment to prepare and motivate candidates for success at the United States Military Academy"

The students of the USMAPS are defined as "Cadet Candidates" (CC's), and enjoy free tuition and board. The program lasts for 10 months and it's aim is to prepare the students to the rigorous academic and military demands they will meet when the finish the Prep stage, and attend West Point academy.

The Program:

The Cadet candidates start the 1 moth program in early July, when they arrive at the facility. They start with a four week intensive basic training that puts them into shape. This part of the program is called CCBT - Cadet Candidate Basic Training. Immediately after the CCBT, The classes start and they end in mid-May. The curriculum includes English, mathematics, physics, military history and military training. Most of the CC's will go to West Point academy, but some will attend other establishments.

West Point Applications:

There is no separate application for USMAPS, only the West Point application. The 10 month training program at USMAPS is offered to candidates to West Point who lack the grades or skills necessary for West Point. During the Prep school year, the CC's must file a new application to West Point. It should be noted that almost all of the CC's who finish the prep school are granted to attend West Point.

Athletics Activity:

The USMAPS also have an extensive athletic program including football, women's volleyball, cross-country, track, men and women's basketball, soccer, lacrosse, swimming, and wrestling. The USMAPS primarily competes against the other prep school's teams, especially their rival the Naval Academy Preparatory School.

Location Change:

The USMAPS has gone through a few location changes since it's establishment.
It was founded in June 1946 at Stewart Army Air Field, Newburgh, New York - just a few miles away from West Point.
In 1957, it moved to Fort Belvoir, Virginia.
And finally, moved to Fort Monmouth in 1975

Shutting Down:

Due to the Base Realignment and Closure, 2005, Fort Monmouth is currently in the process of being shut down. USMAPS will continue, however, to operate at the Fort Monmouth campus for several more years.

Understanding Social Care Policy and Law for NVQ and SVQ Candidates and Assessors

When staff are just starting out on their NVQ and SVQ in Health and Social Care, or when new staff who have qualified from abroad start working in the UK they can be uncertain and confused by the different terms, such as policy, regulations, legislation, etc. NVQ and SVQ Assessors can also be uncertain of the differences.

In many ways the starting point to understanding the differences is actually Government policy.

The Government decides it wants certain things to happen in health or social care. Examples could include:

** more older people to be cared for at home, rather than in residential care
** more children, who are looked after by local authorities, to be cared for in foster care or adopted
** more adults with learning disabilities or mental health problems to be assisted into employment

Whatever the intention the Government’s aim becomes a policy. Sometimes this policy is a Green Paper or a White Paper.

The Government then has a choice as to how it pursues its policy. From the Government’s perspective it will rely on other organisations to actually apply the policy on a day to day basis. If the policy relates to health it is an NHS organisation. If the policy relates to social care it is likely to be local authorities that have to apply it or the local authority will have to make clear to organisations it contracts work to that various expectations need to be met.

The Government can get local authorities or NHS organisations to apply the policy in one of several ways. These include:

** by publishing the policy as ‘statutory guidance’. Local authorities have to follow statutory guidance issued by the Government. In England one example of this is the policy on protecting vulnerable adults titled “No Secrets”
** by offering lots of money! The Government says it will give local authorities lots of new money to be spent on certain policy initiatives. One example of this is the Sure Start and Children’s Centres initiative. When it started the policy was driven by money ** by introducing legislation that gives the local authority the power to do something or making it a duty to do something. A power means the local authority can do it if it wants to. A duty means the local authority must do it. An example of this is direct payments. The Government originally introduced direct payments as a power. But then the Government made it a duty so that local authorities must offer direct payments (since so few direct payments were offered when it was only a ‘power’)

Acts of Parliament

The Government may therefore decide to introduce legislation. This is the classic Act of Parliament.

In recent years legislation has got increasingly detailed and specific. Even with this detail, legislation can be quite cumbersome. It is also quite an involved process to introduce it. Therefore the Act of Parliament usually gives the Secretary of State (in England) or the Scottish Minister the power to make regulations and/or a code of practice.

Regulations (Also Known as Statutory Instruments)

Regulations are also called Statutory Instruments. Regulations are laid before Parliament but are not debated. They are considered law although not quite as strong as the original Act.

Regulations can be altered more quickly and are now extensively used (for example health and safety regulations).

Statutory Guidance

In addition the Secretary of State or Scottish Minister has the power to issue statutory guidance to local authorities. Local authorities are under a legal duty to follow this guidance. In other words the local authority social services or social work department must follow this ‘statutory guidance’.

Code of Practice

The Secretary of State (or Scottish Minister) could also issue a code of practice relating to an Act of Parliament. These codes do not have the full weight of law but they explain and clarify the law and offer guidance on good practice. They are often realistic and applied and can be very useful.

Good Practice Guidance

The Government department (either in England, Wales or Scotland) could also issue good practice guidance. This is not the same as statutory guidance. It is often meant to be read by social workers, first line managers (and others) since the guidance commonly gives case scenarios explaining how service users should benefit from any recent changes in the law.

One complicating factor in understanding the present legal framework in social care and children’s services is that often one Act of Parliament does not fully replace a previous Act. Commonly an Act of Parliament amends or alters an existing Act. Keeping track of this can be very difficult.

Therefore for social care staff (including staff working with children) who are NVQ or SVQ Assessors or are starting out on their Health and Social Care NVQ or SVQ some of the best resources are the law handbooks from Kirwin Maclean Associates.

There are specific books for:

** staff who work with adults in England and Wales – called Social Care and the Law
** staff who work with children in England and Wales – called From Birth to Eighteen Years

The role-play teacher will quickly understand why the teacher is unable to always provide instant aid. Ask the students to recommend how the teacher should allocate aid. The class will suggest that the teacher respond to the person who requests help first, which should prove to be an easy-to-do answer for the teacher to follow.

** Teachers Are Lousy Mind Readers To show students that teachers are unable to decipher what that their tantrum or sulking means, teach students that teachers are lousy mind readers. Have students think of numbers, and have the teacher attempt to guess the numbers. Keep score on the board. Assess the score and discuss that teachers can't read minds very well. Discuss when students sometimes expect teachers to read minds, and what students could do that would work much better.

** Top 10 Ways Your Teacher Can't Tell You Need Help To further teach students that teachers are unable to magically determine when students need help, have the class make a Top 10 List. Title this list "The Top 10 Ways Your Teacher Can't Tell You Need Help." Elicit answers such as "you glare." Post the completed list on the wall and discuss what might work better.

It is quite unbelievable; they've got people and job types from a multitude of different areas, just about any type of freelance work you can imagine: E.g. Website design, marketing, writing, graphic design, legal, engineering, photography, finance-the list is quite extensive.

So you see, "the times they are a-changin'" my friends. Imagine if you were frozen in time one hundred years ago and then thawed out today. The Job Loss Myth

Presidential candidate John Kerry is fond of stating that “... not since Herbert Hoover has any president lost more jobs than George W. Bush.” And there is a kernel of truth to the statement; thanks to technology, jobs require less human intervention to complete. However, a larger factor in this seeming loss of employment is due to the evolution of the American workforce from a lot indentured to the confines of one company or one job title toward the Jeffersonian ideal of every person being a free agent, or indie.

The explosion in the number of people going indie has a number of causes. Downsizing created the realization that “job security” isn’t something other people provide, but something you have to create. Two-income families discovered that with their increased tax burden and overhead expenses for daycare, cleaning, housekeeping services, home maintenance and lawn care, a second income from paid full-time employment can actually be a liability. Individuals interested in becoming self-employed can segue more easily from employee to entrepreneur via the indie route. Finally, career changers can obtain valuable experience and networking opportunities in their field of choice with contract work.

Indies may lose company-provided benefits, but that doesn’t mean they are without means. As an independent contractor, they are eligible to create Medical Savings Accounts, or they may be eligible to participate in a group health plan through organizations such as the Chamber of Commerce. They can create their own retirement programs via SEP, SIMPLE, or IRA investments, or the direct purchase of government-backed I-bonds. If they work out of their homes, they have access to extensive tax deductions not available to wage earners.

Not everyone is suited to life as an indie. If you absolutely need the structure imposed by a job, a manager and a time clock in order to function, then don’t consider going indie. If, however, you like having some freedom, are self-disciplined enough to complete jobs on time without being told, and can organize your day and yourself to maximize your productivity and meet your clients’ needs, you have the necessary personality traits to become a successful independent contractor.

Ignore the gloom and doom scenario painted by politicians eager to have a job with perks you pay for. Join the indie revolution, and gain an income – and a life – without a traditional job. It’s a choice you won’t want the government to “help” you out of.

The Value Of A College Education

It costs a lot to go to college or university and the increasing costs have many wondering if there is real value to a college education. Is the cost of tuition, the time lost to full-time employment, and the thousands of dollars of debt worth the investment? Those are good questions and the answers may lie in a review of the value of a college education and rates of return on investment to both the individual and to society.

On the financial side of the equation there is significant data to suggest that on average and over time a college graduate will earn a great deal more than a high school graduate. The United States Census bureau estimates that over a lifetime a college graduate will earn on average about $2.1 million dollars compared to an average lifetime income of $1.2 million dollars for a high school graduate.

Compared with the cost of attending a four year public university of college at an average of about $10,000 per year and even adding the cost of lost working time, it is clearly of financial value to attend university.

But college graduates also enjoy other benefits in addition to the possibility of increased earning power. In 1998 the Institute for Higher Education Policy published a report that stated that people who completed a college or university program experienced a number of ancillary benefits. They included


higher levels of saving, increased personal/professional mobility, improved quality of life for their offspring, better consumer decision making, and more hobbies and leisure activities.

Another report published by the Carnegie Foundation noted some other benefits of higher education that included the tendency for postsecondary students to become more open-minded, more cultured, more rational, more consistent and less authoritarian and that these benefits are also passed along to succeeding generations.

A college education can even improve your health and a number of research studies have shown positive correlation between completion of higher education and good health, not only for oneself, but also for one's children.

There is also benefit and value to the public from higher education. According to the Institute for Higher Education these benefits include increased tax revenues, greater workplace productivity, increased consumption, increased workforce flexibility, and decreased reliance on government financial support.

So it appears that even after rigorous scientific review and analysis there is still much value in a college education. But I think we knew that all along.

Resume Writing - Tips and Advise

Job-hunting is not the most exciting thing in the world but you can make it easier. The key is organization. Keep a record of companies you have applied and any contacts that may or may not have with them. One of the first things you need to do be creative in your resume writing.

The appearance of your resume is of paramount importance. The most obvious fact is it needs to be neat and all items must be spelled correctly. Correct information is of paramount importance especially if the interviewer decides to check out your information. The format should be simple and plain. It should highlight your accomplishments.

The quality of the paper you use to send out resumes should be of professional quality. Most job seekers use a paper that is not glossy and is a 20-weight paper. You should use the same paper for your resume, your cover letter, and the envelope. It comes across as being more professional.

The font should be clear and easy to read. The size of the font is important. Personally I prefer a font of 12. It is clear and the letters are not blurry as they can be with some fonts. The suggested font to use in your resume is a Sans Serif font such as Arial or Verdana. They are clear and stand out better in faxes.

When describing your skills in particular, use strong action words. Instead of starting a sentence with a noun use a strong verb. When using numbers use percentages, dollar amounts when describing money, and the number of people you supervised if this is applicable.

Your resume should be one page only. The information should be presented as concisely as possible. There will be a place in the cover letter and possibly an interview to expound on your skills. Resumes that are too long are often put aside because employers simply don't have the time to read through lengthy dissertations. If it doesn't fit on one page try paring it down to the bare minimum. The information must be relevant to the position you are applying for. Do not forget to attach your cover letter.

There are two types of resume formats that are used. The functional format will put your skills into categories. Your titles are listed on the bottom. This format is used by people who are changing careers and who don't want to draw attention to gaps in employment or a possible lack of direct experiences. The chronological format is used by those on a career path. Your employment and education are listed in reverse chronological order. Outline your skills to show your best accomplishments. The categories that you include on your resume must be relevant to the position for which you are applying.


Your resume will be different if you are fresh out of college and unemployed, if you have been out of the work force for an extended period of time (i.e. to raise your kids), or if you are a teenager going for the first job. A resume is one the most important tools you have to use in your job search.

The categories will be similar for all manner of people seeking employment. The purpose of your resume is to give employers the maximum amount of information in as few words as possible. Some companies receive hundreds of resumes at any given time. Your resume should standout but not be outlandish. Professionalism is the key. Medical Transcriptionist - A Closer Look

Medical Transcriptionist jobs have been around since doctors first took the Hippocratic Oath. Ancient cave writings indicate that records of what medical treatments were being performed have been kept for thousands of years. Back then, it was for different reasons but today, medical transcription and in particular, the medical transcriptionist profession has been quietly taking steps forward and is "suddenly" making itself known to the world.

In a nutshell, a Medical Transcriptionist transcribes dictated matter by phone or from electronically recorded messages by doctors, nurses or other health care professionals, into records of treatments, procedures and up to date patient status reports.

Surprisingly, Medical Transcription wasn't "official" recognized as a profession until 1999 when finally; the United States Department of Labor assigned the profession its' own job code, in order to monitor statistics about the field. Until that point, medical transcriptionist jobs were unjustly given the title of medical secretary or typists.

Today, the American Association for Medical Transcription, which overlooks the profession, administers testing and upon passing the test you earn the title, "Certified Medical Transcriptionist" (CMT) which lends additional credibility to your knowledge, skills and abilities over those that are uncertified. Although certification isn't required for gainful employment, CMT status certainly has its' advantages like; the assurance to your employer that you are highly qualified and this in turn, increases your "market value" as an employee.

Medical Transcriptionist take on the role of converting the spoken words, of health care professionals, into written text either as hard or soft copy. But of course, with the dawn of new technology, this task is becoming increasingly less time consuming per unit produced. A good example is the ever-increasing use of voice recognition software.

Sounds great but the questions arises, if technology is transforming the profession now, then will technology transform the profession to such an extent anytime in the foreseeable future that it more or less makes the role of humans in the profession obsolete? I think the best way to respond is by using an example. Has the technological advances in every aspect of the medical profession reduced the role and importance of doctors and nurses? The answer to that question is clear and the same applies to the field of medical transcription.

Although transcription programs continue to evolve and become more and more adapt they will never be able to replace the trained human mind. They certainly allow for aspects of the translation process to speed up


but they will never be able to compensate for all the differences in diction styles like accents, grammar, pronunciation and the list is as varied as the doctors doing the dictation.

Basically, the evolving transcription software programs are simply a tool but like all tools they are only as good as the skilled craftsman using them. In fact, because of these software shortcomings, transcriptionists need to be very adept at editing; especially in the correct use of grammar and the ability to proofread. And because most transcriptions start via the recorded message listening and strong keyboard skills are becoming more and more an essential.

Sure, voice recognition software has made the whole transcription process easier than it was in the past. Back "in the old days" when a medical transcriptionists had to listen to every single word and then transcribe it via stenograph, by long hand or more recently into a word processor but thanks to technology the editing skills mentioned above are becoming increasingly more important because voice recognition software is taking over more and more of the tedious hand entry portion of the job.

Medical Transcriptionist job training covers a wide curriculum including general knowledge of a wide variety of medical topics like medical language, Greek and Latin prefixes and suffixes, biology, anatomy and physiology body systems. A medical transcriptionist also needs to have a fair knowledge in diseases; how they progress and how they are treated because this process makes up a large portion of the medical dictations that they are responsible for transcribing.

In addition, medical science, surgery, surgical procedures and terminologies, surgical and laboratory instruments are also an important part of the transcriptionists knowledge set. And, if that's not enough prosthetics, pharmacology, laboratory test results and their interpretation must also be understood and mastered. As you can see, a medical transcriptionists knowledge base must be wide and deep.
